Position Summary:

The Senior Policy Analyst position supports the US Space Force (USSF) Mission Assurance (MA) Program Office, providing policy and strategic communications expertise in alignment with DoD, Joint Staff, and USSF MA strategy and policy. The contractor will serve as a trusted advisor to military and government members, as well as internal and external DAF and commercial stakeholders, ensuring alignment with organizational policy, strategy, goals, and objectives. They will be knowledgeable in DoD, Joint Staff, and service policy and CCMD strategy and plans and responsible for reviewing and developing SpMA (service) response for DoD, Joint Staff, departmental, service, and CCMD publications, ensuring alignment with SpMA policy and intent. The contractor will research and develop a service-level instruction that provides clear guidance for SpMA activities and the SpMA framework (identification, assessment, risk management, and monitoring and reporting). Additionally, the contractor will create detailed how-to guides that serve as comprehensive reference documents for the SpMA framework, outlining methodologies, procedures, and standards for effective SpMA program implementation. These products will be used to create education, training, and strategic communications materials. This position requires knowledge of and skills in writing and speaking to effectively communicate across the SpMA community and mission partners.

Essential Functions:

  • Develop a Guidance Memorandum IAW DAFMAN 90-161, Publishing Process and Procedures, as a bridge until a U.S. Space Force Instruction is developed.
  • Begin developing a service-level instruction that provides clear guidelines for SpMA activities (identification, assessment, risk management, and monitoring and reporting), ensuring alignment with USSF goals and objectives.
  • Develop SpMA informational documents at appropriate levels (awareness, training, and education) to ensure that all personnel who are engaged in SpMA activities are well-informed and equipped with the essential skills and information needed for effective performance.
  • Provide awareness presentations, training, and education on SpMA.
  • Conduct strategic messaging campaigns by engaging key stakeholders.
  • Identify key stakeholder organizations requiring or potentially benefitting from SpMA-related information and analysis.

  • Demonstrated ability to convey complex mission and technical issues in a clear, actionable manner for senior military and civilian leadership
  • Strong analytical and critical thinking skills with the ability to integrate data into strategic recommendations
  • Effective communicator, able to engage confidently across all organizational levels and within Joint/Service working groups
  • Skilled in developing structured plans and solutions to achieve program objectives and support enterprise decision-making
  • Capable of working independently with minimal supervision as well as collaboratively within small, high-performing teams
  • Proven ability to synthesize large volumes of technical and policy into concise reports, briefings, and recommendations
  • Proficient in Microsoft Office and collaboration platforms; SharePoint experience a plus
  • Professional presence, integrity, and adaptability to operate in high-visibility, fast-paced headquarters environments

Education & Experience Requirements:

  • Seven years DoD experience with knowledge and understanding of military organization and structure, including DoD, Joint Staff, CCMDs, and services. Preferably knowledge and understanding of USSPACECOM, and USSF.
  • Experience reviewing, integrating, and writing policy.
  • Experience preparing and delivering briefings to senior leadership.

Desired Certificates & Licenses:

  • Completion of Joint Professional Military Education (JPME) Phase I or comparable Service-level professional development a plus

Other Requirements:

  • Security Clearance: Must be able to obtain a DoDTS-SCI Clearance.
    Applicants will be subject to a government security investigation and eligibility determination.
  • Valid Passport: Possession of a current passport with a minimum of 8 months remaining until expiration.
    • Hybrid Role: This role includes monthly travel to a local designated government site to work on secure networks and maintain NIPR/SIPR/JWICS access.
  • Travel Flexibility: Willingness and ability to travel CONUS and OCONUS approximately 10% of the time.
    • Telecommunication, subject to mission requirements.
  • Work Environment Compliance: Commitment to maintaining a drug-free work workplace, U.S. Citizenship, and possession of a valid state driver's license.
