Job Description

The Casino Hotel Project Manager ("Project Manager") is responsible for the overall on-site review of contract documents, coordination, and oversight of the construction of the Casino Hotel Building (Exterior and Interior) and Site Construction tasks for the project and will be the on-site representative for Development Management Associates. ("DMA")

The position requires working closely and being the primary liaison between the base building GC, the architect and other design team members, the client/owner, and DMA. The Project Manager will operate in a multidisciplinary environment with other project team members such as ownership, development, design and planning, city inspectors and other staff, General Manager and Operations team members to develop process and procedures to accomplish a successful 106-key high end hotel property in Portsmouth, Virginia, located immediately adjacent to Rush Street Gaming’s Rivers Casino.

The Project Manager will work under the guidance of the DMA Principals, while serving as the day-to-day DMA contact at the job site and coordinate all aspects of the hotel and site improvement project, collaborating with other disciplines, to deliver the hotel on time to the Operator with the fewest difficulties. This project will necessitate a person with a superior level of communication, construction and coordination skills, a highly organized work pattern, a thorough understanding of architectural and MEP documents, a strong attention to detail and a very articulate professional style.

Primary tasks of the Project Manager include:

  • Establish yourself and DMA as the primary site-based liaison between the onsite base building General Contractor(s), design, owner, project development, and operations teams.
  • Work with multiple other team members in construction, design, engineering and planning, property management/operations in developing internal processes and procedures to accomplish a successful hotel opening Q1 of 2027.
  • Managing and coordinating the base building General Contractor(s), all related sub-contractors and vendors through the completion of hotel and site scopes of work installation through turnover to operations.
  • Maintain clear, timely and appropriate communications amongst various parties to both facilitate and expedite the resolution of issues.
  • Establish and maintain protocols and processes to track overall construction related issues regarding technical issues, potential delays, cost and schedule risks for the project.
  • Oversee and monitor General Contractor’s comprehensive project schedule and fully review, understand, monitor, and if necessary, enforce standards implicit in the other contract documents for the project.
  • Enforce Owner/Client performance and quality standards.
  • Help coordinate schedules with design and construction teams where necessary to ensure smooth flow of timely delivery and completion of hotel and site scopes.
  • Investigate and become familiar with the existing casino base building conditions in as much as they influence future hotel and site design and construction.
  • Proactively troubleshoot and coordinate any potential conflicts and imminent changes to the base building design with the owner development and construction teams, alerting Owner and DMA team to any discovered irregularities.
  • Oversee preparation and close out of punch lists upon build out completion
  • Work closely with DMA Principal and Owner development teams to communicate and coordinate any design and construction changes during the project duration.
  • Participate in all Owner, Architect and Contractor meetings and internal project team meetings as appropriate.
  • Assist in permitting and inspection support if necessary.
  • Coordinate any necessary base building utility shutdowns for purposes of hotel and site construction and coordinate as needed with the Casino Operations team.
  • Assist in coordinating work for the project while mitigating negative impacts to the operating casino property immediately adjacent.
  • Developing effective communications and mechanisms for mediating and resolving potential field conflicts.
  • Must have the ability to handle time management, cost management, quality management and have strong decision-making skills. Must have superior multi-tasking abilities.
  • All other duties as assigned to secure a successful hotel opening in Q1 of 2027.

Requirements and Qualifications:

10 to 15 years of experience in construction and/or project management and/or project engineer and/or project architect background and a high level of technical acumen and standard of quality are necessary.

  • Working knowledge of MEP systems is required.
  • Highly developed writing and communication skills.
  • Bachelor’s or master’s degree in architecture, engineering, construction, design or equivalent experience required.
  • Proven record of success in the design and construction of hospitality properties or other comparable commercial real estate track records.
  • Ability to read and comprehend construction documents and legal documents such as construction agreements.
  • Must be willing to travel between local properties and to out of state corporate meetings as necessary.
  • Experience working in Bluebeam, SharePoint and all Microsoft Office products is necessary. Additional computer technology experience that will advance the candidate’s ability to develop and integrate innovative processes is a clear advantage.
