Job Description

The CIO directs and manages the electronic toll operations of the company. He / She is responsible for the company IT functions that include the end-to-end transaction cycle from the roadside to the collection, specifically, operations (leakage, manual and automatic validation, transaction and financial reconciliation to the Public Agency in charge of the collection), field systems implementation and maintenance, and the information technology plans and resources. It also includes procurement contracts, implementation plans, policies, programs and schedules for computer services, network communications, electronic toll operations (including back-office system and roadside equipment) and management information services to accomplish corporate goals and objectives.

Essential Duties and Responsibilities:

  1. Manage IT employees, including hiring, evaluating, coaching, etc.
  2. Prepare objectives and budgets to facilitate the orderly and efficient capture, storage, processing, and dissemination of information.
  3. Develop strategic plans and implement the objectives of the information technology needs of the Company to ensure the IT capabilities are responsive to the needs of the Company's growth and objectives.
  4. Establish, implement, and maintain (short- and long-term department goals, objectives, policies, and operating procedures.
  5. Advise and report to the CEO on the design, procurement, implementation, and operation of the IT systems.
  6. Manage the contract with the central system’s developer and the systems integrator on behalf of the company to ensure compliance with the key performance indicators and to maximize performance of the operations.
  7. Manage the contract and interface with NTTA, Developer’s Toll Service Providers, and ensure compatibility with TxDOT systems.
  8. Coordinate all technical aspects related to the procurement contracts with the third-party providers of tolling services.
  9. Manage contracts with external providers of software, hardware, and services to ensure that subcontractor work is carried out in full compliance with the Concession contract, and approve progress payments for work performed during each period by subcontractors.
  10. Serve as a liaison between the Company and public agency representatives, the Independent Engineer, the main Contractors, and any other third parties in relation to IT issues.
  11. Ensure quality of the operations, aiming to minimize leakage, maximize accuracy and ensure continuity of the transaction processing.
  12. Manage emergency situations related to IT on behalf of the Company.
  13. Supervise day-to-day routine and preventative maintenance of the IT systems.
  14. Supervise IT installation and development projects, ensuring accuracy and quality.
  15. Oversee the development, design and implementation of new applications and changes to existing applications.
  16. Evaluate overall operations of IT functions and recommend enhancements.
  17. Assess new technologies to determine potential value to the Company.
  18. Ensure the security of information systems, communication lines and equipment.
  19. Perform other job-related work as required.

  1. Bachelor of Science in Information Technology, Computer Science, or Engineering required although experience in lieu of education may be considered.
  2. 10 or more years of management experience, preferably in the toll collection sector.
  3. Experience in strategic planning and execution.
  4. Previous experience in the operation of complete back-office solutions and toll collection systems in an electronic tolling environment is a plus.
  5. Ability to effectively work across functional teams to achieve common goals.
  6. Effectively manage tasks and tight deadlines.
  7. Ability to interact with colleagues in a self-managed team structure.
  8. Strong interpersonal communication, decision-making, and resolution skills.
  9. Must be able to multitask, problem solve, prioritize, and implement innovative processes within a fast-paced environment.
  10. Experience with Project Lifecycle methodology; active participant in multiple full project lifecycle projects (including development and test project lifecycle experience).
  11. Strong judgment and problem-solving skills.
  12. Ability to think and plan for the long-term strategy.
  13. Advanced knowledge of complex networking, computer systems and technological business solutions.
  14. Must be able to demonstrate computer proficiency, especially within Microsoft Excel, Word, and Power Point, as well as PC-based programs.
